Project Information

Following HURMA Consulting's comprehensive analysis of the Preventing and Countering Violent Extremism (P/CVE) landscape in Baidoa, HURMA supported the development of a Strategic Framework for Preventing and Countering Violent Extremism (P/CVE) for Southwest State of Somalia (2024–2027).

The Strategic Framework translated the evidence, findings and recommendations generated through the comprehensive assessment into a context-specific strategic response for Southwest State. The framework explicitly identifies the comprehensive P/CVE landscape analysis as its foundation and incorporates its key recommendations, including data-driven decision-making, context-specific policy frameworks, rehabilitation and reintegration, inclusive community engagement, strengthened coordination, strategic communications and institutional strengthening.

From Assessment to Strategic Action

The assignment demonstrates how HURMA's research and conflict-analysis work was converted into a practical policy and strategic instrument. Rather than stopping at the identification of risks and gaps, the process moved from evidence and analysis to strategic priorities, institutional arrangements, results and action.

5 Strategic Pillars
1 State-level Strategic Framework
1 Results Chain / Theory of Change

Strategic Framework

The framework established a comprehensive and adaptive approach to preventing and countering violent extremism in Southwest State, emphasizing community resilience, social cohesion, inclusive governance, evidence-based policy, coordination and continuous learning.

Its strategic architecture was organized around five mutually reinforcing pillars:

  1. Coordination – strengthening coordination and collaboration among relevant P/CVE actors.
  2. Inclusive Whole-of-Government P/CVE – promoting coordinated engagement across government institutions and sectors.
  3. Prevention, Intervention, Rehabilitation and Reintegration – addressing violent extremism across the prevention-to-reintegration continuum.
  4. Rights-Based P/CVE – promoting and protecting human rights while preventing and countering violent extremism.
  5. Action-Based Research and Evidence – using research and real-time evidence to inform policy, planning and implementation.

Key Strategic Outcomes

The framework created a structured basis for moving from fragmented P/CVE interventions toward a more coordinated, evidence-informed and context-specific approach across Southwest State.

  • Established a State-level P/CVE Strategic Framework for 2024–2027.
  • Converted findings from the P/CVE landscape assessment into strategic priorities and actionable areas of intervention.
  • Strengthened the basis for multi-agency and whole-of-government coordination on P/CVE.
  • Positioned evidence, research and data as foundations for P/CVE policy and strategic planning.
  • Elevated inclusive community engagement, including the participation of women, youth, IDPs, minority and marginalized groups and civil society.
  • Established a strategic continuum linking prevention, intervention, rehabilitation and reintegration.
  • Integrated human rights and protection considerations into the P/CVE strategic approach.
  • Created a framework for continuous monitoring, review, learning and adaptation.

Inclusive and Participatory Development

Development of the framework involved engagement with government institutions, the TUBSAN Center, State Security Office, community leaders, women and youth groups, IDPs, minority and marginalized groups, civil society organizations and other stakeholders. Their contributions helped ensure that the framework reflected the contextual realities and priorities of Southwest State.

The framework acknowledges the importance of a whole-of-government and whole-of-society approach, bringing together government institutions, civil society, communities, religious leaders, NGOs and international partners to address the underlying drivers of violent extremism.

Link to the Comprehensive P/CVE Assessment

This Strategic Framework represents a direct continuation of HURMA Consulting's preceding Comprehensive Analysis of the P/CVE Landscape in Baidoa. The assessment identified gaps, risks, opportunities, stakeholders and local drivers of violent extremism, while the Strategic Framework translated these findings into a structured state-level response.

In particular, the framework incorporated recommendations from the assessment on data-driven decision-making, context-specific legal and policy frameworks, rehabilitation and reintegration, inclusive community engagement, coordination and collaboration, strategic communications, and institutional strengthening.

HURMA's Contribution

HURMA Consulting provided strategic research, analytical and participatory expertise to support the development of the framework. The assignment built directly on HURMA's landscape assessment and demonstrated the firm's ability to translate evidence and stakeholder perspectives into practical strategic and policy instruments.

This work demonstrates HURMA's expertise across conflict analysis, P/CVE, peacebuilding, social cohesion, participatory research, stakeholder engagement, institutional strengthening, strategic planning, results frameworks and evidence-informed policy development.
