National Reconciliation Framework Capacity Development Strategy, M&E Framework Toolkit & Guidance
Comprehensive capacity assessment, institutional capacity development strategy, and monitoring, evaluation and learning systems to strengthen implementation of Somalia's National Reconciliation Framework (NRF).
Project Information
HURMA Consulting was engaged by Finn Church Aid (FCA) to support strengthening the institutional and implementation capacity required for Somalia's National Reconciliation Framework (NRF). The assignment combined comprehensive capacity assessment, development of a Capacity Development Strategy (CDS), and development of a Monitoring and Evaluation Framework Toolkit and Guidance.
The Capacity Development Strategy was informed by comprehensive assessments undertaken by HURMA Consulting in close cooperation with MoIFAR and relevant reconciliation institutions at federal and Federal Member State levels. The assessment identified capacity gaps affecting NRF implementation, including leadership and strategic alignment, conflict management and reconciliation skills, financial sustainability, institutional coordination, and Monitoring, Evaluation and Learning (MEL) systems.
Capacity Assessment & Institutional Development
HURMA's assessment examined the capacity of a broad range of NRF stakeholders, including government institutions, council members, youth, women, traditional elders, religious leaders, and marginalized and minority communities.
The assessment found cross-cutting capacity needs in leadership, conflict management, reconciliation, technical skills, resource mobilization, MEL, data management, coordination, communication and inclusive participation.
These findings provided the evidence base for the development of the Capacity Development Strategy for the National Reconciliation Framework (NRF).
Capacity Development Strategy
The Capacity Development Strategy established a structured approach for strengthening the capabilities of stakeholders responsible for implementing the NRF. Its strategic objectives included:
- Enhancing leadership and strategic alignment;
- Improving technical skills and expertise;
- Strengthening financial sustainability;
- Fostering community engagement and communication;
- Developing robust Monitoring, Evaluation and Learning (MEL) systems;
- Addressing cultural and institutional barriers;
- Enhancing networking and coordination;
- Strengthening strategic communication;
- Improving accountability and governance; and
- Integrating climate resilience into reconciliation processes.
The strategy was designed to strengthen leadership, technical expertise, financial sustainability and MEL systems as foundations for more effective and sustainable implementation of the NRF.
Monitoring, Evaluation & Learning System
HURMA also developed the Monitoring and Evaluation Framework Toolkit & Guidance in support of NRF Implementation. The toolkit provides a structured system for tracking progress, assessing effectiveness, ensuring accountability, supporting continuous learning and informing strategic decision-making.
The framework established standardized approaches for monitoring NRF implementation across federal and sub-national stakeholders, with emphasis on consistent data collection, analysis, reporting, review and adaptation.
Key Components of the M&E Toolkit
- Key Performance Indicators (KPIs) covering inputs, processes, outputs and outcomes;
- Data Collection Methods, including surveys, questionnaires, KIIs, FGDs, observation, document review, community mapping and case studies;
- Data Sources covering government, civil society, community and M&E systems;
- Data Quality and Reliability mechanisms;
- Reporting Mechanisms including monthly, quarterly and annual reporting;
- Coordination Mechanisms defining institutional roles and responsibilities;
- Evaluation Framework for assessing effectiveness, efficiency, impact and lessons learned;
- Logical Matrix and Results Framework;
- Implementation Timeline; and
- Sustainability and Institutionalization Plan.
From Capacity Assessment to Institutional Reform
The assignment demonstrates HURMA's integrated approach to institutional development: moving from evidence and capacity assessment to strategic capacity development and then to institutionalized performance and MEL systems.
Key Impactful Outcomes
- Established an evidence base on capacity constraints affecting implementation of the National Reconciliation Framework.
- Developed a national Capacity Development Strategy to address identified institutional, technical and stakeholder capacity gaps.
- Developed a structured M&E Framework Toolkit and Guidance for tracking NRF implementation and results.
- Introduced standardized KPIs aligned with the NRF's six strategic pillars and 20 milestones.
- Strengthened the basis for evidence-based planning, performance monitoring and strategic decision-making.
- Established mechanisms for regular monitoring, reporting, review, learning and adaptive management.
- Promoted institutionalization of MEL practices within relevant government institutions, including the use of standardized procedures and reporting requirements.
- Strengthened the foundation for coordinated federal, state-level and local monitoring of NRF implementation.
- Embedded inclusion considerations by recognizing the capacity and participation needs of women, youth, marginalized and minority communities and other reconciliation stakeholders.
Institutional Sustainability
The work went beyond the production of standalone documents. The sustainability approach emphasized integrating M&E into routine institutional operations, establishing standard operating procedures, strengthening M&E capacity, developing centralized data systems, linking M&E findings to policy and decision-making, and promoting inter-ministerial collaboration.
The M&E framework also proposed regular reporting at monthly, quarterly and annual levels, enabling government leadership and partners to track progress, identify challenges, make adjustments and inform resource allocation.
